Council hears first reading to transfer small ADOT right-of-way to Calvary Chapel

The Holbrook City Council held the first reading of Ordinance 26-044 on June 10, which would authorize the city to transfer an abandoned ADOT right-of-way segment adjacent to Calvary Chapel’s property to the church.
Staff explained that ADOT previously held a narrow strip of land that sits within the church’s parking area; a prior similar transaction was completed when the church previously expanded. The city requested ADOT relinquish its interest and, through a recorded abandonment, acquired the segment. The ordinance would allow the city to convey the small strip to Calvary Chapel by quitclaim deed so the property could be resurfaced and incorporated into the church’s parking lot.
Because this was a first reading, the council did not vote on the ordinance. Staff suggested scheduling a brief special meeting or second reading to finalize the transfer, and council members agreed to consider a short procedural meeting before the next scheduled hearing.
