The Carmel Central School District board approved a multi-year contract extension with the Civil Service Employment Association and a targeted recruitment incentive for bus drivers at its June 9 meeting.
Trustees described the contract extension as negotiated to benefit workers while protecting taxpayers. One trustee highlighted new overtime language intended to prevent double compensation for hours that would otherwise be paid at straight time, saying the contract “benefits our workers and is respectful of our taxpayers.” The board approved the agreement by roll call.
Separately, the board approved a one-time $1,000 sign-on bonus for newly hired bus drivers who complete five months of continuous employment. The board described the measure as part of an "all-of-the-above" recruitment and retention strategy that also includes paying for required training, reimbursing the cost of background checks and adjustments from the new labor agreement.
Why it matters: District officials said bus driver shortages are statewide and local incentives aim to recruit and retain drivers for student transportation. Trustees noted that some positions in the bargaining unit were at or below competitive pay levels before negotiations.
Next steps: Administration will implement bonus payout rules and continue recruitment outreach; the contract requires administrative follow-through to ensure the overtime provisions and hiring incentives are applied as negotiated.
