Eagle Pass staff propose Bib Street–South Veterans connector, downtown transportation hub and IBC Plaza to ease congestion and boost downtown

City staff proposed a phased Bib Street–South Veterans connector (right-of-way acquisition estimate $500,000), a multimodal downtown transportation hub (estimated $3 million) and the IBC Plaza (estimated $2.7 million) intended to improve mobility, tourism and downtown activity; staff said funding would likely come from city funds, grants and coordination with TxDOT when appropriate.
City community development and economic development staff presented three transportation-focused proposals at the CIP town hall: a Bib Street–South Veterans connector to relieve congestion in the retail corridor; a multimodal transportation hub in the historic district; and the IBC Plaza concept to create a central public plaza and spur downtown activity.
Community development staff described the Bib connector as a multi-phase project. Phase one—right-of-way acquisition—was estimated at about $500,000; the corridor is largely on private property and would require acquisition and phased design and construction. Staff noted TxDOT (state) currently has not committed to funding the local connector; if built, the new link would be a city street and staff said they will pursue competitive TxDOT programs, MPO coordination and other grant sources as appropriate.
Economic development staff proposed a multimodal transportation hub in the historic district with a $3 million cost estimate and said the department is exploring grant funding and potential reuse of a current candidate building (the old hospital) but is open to alternative locations. They also presented an IBC Plaza concept (estimated $2.7 million) involving a land swap with IBC Bank to create a central event plaza; restroom and operations plans are still being developed.
Next steps: staff said these projects will be refined for the CIP ranking, that grant applications will be pursued, and that project locations and operational models (city-run vs. contracted operations for the hub) will be further studied and brought back to Planning & Zoning and City Council.
