Tammy, who presented the item, said the major change from the tentative draft reflects the statefinal rules allowing carryover from one 12-month period to the next but reducing the maximum carryover cap. "Historically 80 hours and the final rules reduce that to 40 hours so we have made that change in this policy that we're recommending for approval," Tammy said.
Staff told commissioners they had reviewed the policy with the County State's Attorney's office and made only "some minor edits" beyond the carryover change. The policy was described in the packet as the recommended final version after the state's rules were released.
Commission members moved and seconded the action and approved the measure by voice vote. The action was recorded as an acceptance and placement on file of the updated Personnel policy for the final paid-leave act.
Next steps: staff will implement the updated policy and apply the 40-hour carryover limit for the agency's 12-month leave periods; no effective date beyond "implementation following approval" was specified in the discussion.
