The Bangor Historic Preservation Commission voted June 11 to forward a recommendation to Bangor City Council proposing historic designation for selected parks.
Ben Kellaher, representing Bulkos Properties, asked whether designation would impose restrictions on properties abutting Broadway Park and nearby streets. Kellaher asked, “what is the effect on property surrounding the park … Are properties on those streets affected?” Staff and commissioners responded that designation is focused on park features and would not place restrictions on adjacent private properties.
Commission members debated potential trade-offs. One commissioner raised concerns that designation could add cost and procedural hurdles to routine city repairs or to modifications intended to increase accessibility, such as path widening. Other commissioners argued designation would protect cultural landscape features, could unlock Certified Local Government (CLG) funding opportunities, and that routine maintenance or like-for-like equipment replacement could be handled through exemptions or minor-revision procedures.
After discussion, the commission moved to recommend the parks historic designation to the city council with a recommendation that it “ought to pass.” The motion carried by majority vote with a recorded dissent. Staff will forward the recommendation and packet materials to the city council for its consideration.
