Assistant Superintendent Alyssa Cox presented the district’s required interdistrict (external) transfer policy and timeline, explaining how the district will accept students who reside outside York School District One.
Cox said the district proposes an open-enrollment application window beginning in January (the state requires an opening by Feb. 1 and a minimum 90-day window), with staff reviewing building and program capacity (including specialized programs), student records, and behavioral history before approval. She emphasized that transportation will not be provided for interdistrict students and that families will be billed tuition based on the prior year’s per-pupil tax revenue, which she said is currently about $5,000.
The proposed local timeline calls for a review and submission of the district’s intradistrict policy on June 29, a first reading of the interdistrict policy on Aug. 11, a second reading on Aug. 25 and final submission to the state by Aug. 26. Cox and staff noted the state’s recent guidance arrived in May and that the window for local board action is tight.
Board members asked procedural questions about frequency and previous district practice; staff said the district has processed very few external transfers in recent years. Cox said transfer approvals will be handled annually and will include monitoring and reporting to the state as required.
