The St. Francois County Commission approved a grant-funded pavilion kit for the Stan J. Murphy Juvenile Detention Center and authorized county Road & Bridge staff to assess the site, pour a concrete pad and provide labor to install the structure.
"We started a community service project with youth out there that really involves a lot of gardening," said Moff, who identified himself as chief juvenile officer for the 24th Judicial Circuit. He said the pavilion will provide shade, a place for family visits and an outdoor classroom for planting vegetables and trees as part of restitution- and service-based programming.
Moff told commissioners the pavilion kit is already purchased with grant money but that the county needs to provide a concrete pad (he cited an estimated pad footprint of roughly 14 to 22 feet and a 12-by-20-foot pavilion with a ~20-foot sidewalk). He asked for permission to have Road & Bridge evaluate the placement and perform the concrete work and other labor.
Commissioners voiced support for the project and approved a motion to allow the pavilion installation with the help of county workers.
