Resident asks who can reallocate park-ranger funds; officials say board approves after staff recommendation

During the citizens forum at the June 10 Cheltenham Finance Committee meeting, resident Chris Melton asked who has authority to reallocate township funds after she found tax-collection notices taped to houses and learned a park-ranger line appeared to be reallocated to police coverage.

Melton said money had been set aside for park rangers at John Russell Park and that she was concerned the reassigned funds left the park without the intended coverage. "Who gives the authority to reallocate money that one department has determined they need?" she asked.

President Arman and Manager Elliott responded that the board of commissioners makes final budget decisions and that staff provide recommendations. "The board does. The staff makes a recommendation," Manager Elliott said. Elliott also used the opportunity to outline the budget calendar: department meetings begin in July; the township uses OpenGov templates for departmental submissions; Janice works with departments to refine numbers; public budget workshops begin at the end of September and early October; and preliminary approval steps occur in November.

Melton urged increased police presence at John Russell Park to address safety and nuisance concerns, saying that a visible presence might deter problems. Officials did not record any formal vote or budget amendment reallocating the park funds during this meeting; no specific dollar amounts or formal reallocation documents were presented on the record.

Manager Elliott said staff will continue to coordinate with commissioners and department heads during the upcoming budget season. The exchange ended without further action recorded; staff and commissioners will address budget priorities through the standard July-to-November calendar.
