Chris Reed, Vermillion Circuit Court, asked for the $8,000 interpreter appropriation after the court's fiscal line for interpretation (budgeted at $3,500) was largely spent. Reed said the court already received a recent invoice that, after an adjustment, totaled $2,768.70 and that the Indiana Office of Court Services / Supreme Court approved a voucher to cover the balance. Reed said most requests for interpreters are for Spanish and that a small fraction have required French Creole; certified interpreters are required for courtroom proceedings.
Reed told the council the typical flat rate for interpreter services he has been charged is $240 for the first hour, with additional fees if hearings exceed an hour. He said the state's interpreter program is being restructured and that the county could receive annual allocations beginning July 1, 2026, for the 2026'27 year; if those funds arrive the county appropriation may be reduced. The council approved the $8,000 appropriation by motion and vote and asked to be kept updated so the item can be accounted for in the 2027 budget process.
By approving the appropriations, council members said they aimed to avoid service interruptions for emergency medical response and the court's ability to provide certified interpretation for non-English-speaking litigants.
The council did not change any recurring budget lines at this meeting; both appropriations were presented as immediate needs that will be reviewed during next year's budget cycle.
