Council members and the administrator said that change translates to roughly $2 million in savings compared with prior projections and should allow a larger scope of work under the current bond financing.
Officials said phase‑one emergency repairs (phase 0) were already completed and that bid award for phase one is on the agenda for the council; work is expected to start this summer, timed where feasible with the school calendar to reduce interruptions. Engineers noted that sanitary‑sewer lining and replacement should reduce infiltration, which can lower sewage treatment costs over time.
The council voted to proceed with the formal award process and noted that funding will come from bond proceeds and cooperative purchasing where applicable. Engineers and DPW will provide schedule and post‑award coordination with paving schedules.
