Harbormaster surplus list approved; Island Spirit Kayak renewal limited to town property; Circuit Ave parking reconfiguration approved

The Select Board approved several items tied to harbor management, recreation and local parking during the April 28 meeting.
Harbormaster deBettencourt reported that staff cleaned up abandoned kayaks at Lagoon Avenue and Madeiros Cove and recommended declaring 13 items surplus for public auction; the board voted to declare the items surplus. DeBettencourt noted signage warned owners to remove craft by December 1 and that a March 1 collection notice was posted.
Chick Stapleton described Island Spirit Kayak’s 17 years of service, community programs and safety training; the board renewed the stationary peddler license but limited it to Town of Oak Bluffs property at Little Bridge because Dukes County owns adjacent land the town cannot permit. Select Person William Cleary and Chair Alley praised the operator as a good neighbor.
Select Person Mark Leonard presented a Roads & Byways recommendation to convert diagonal parking on Circuit Avenue Extension to parallel parking and change the time limit from 15 minutes to one hour (9 a.m.–8 p.m.). Highway Superintendent Combra advised the change can be painted to test the configuration; the board approved the trial marking to improve pedestrian safety, accepting the loss of one space.
