Martin County authorizes contract amendment for CDBG administration as Weitron project extends

The Martin County Board of Commissioners on June 26 authorized the county manager to approve a contract amendment increasing The Wooten Company’s compensation to cover extended monitoring of the Weitron CDBG building reuse project.
County Finance Director Cindy Ange told the board that the original grant administered under the NC Department of Commerce CDBG program totaled $620,000 and that The Wooten Company’s contract was originally capped at $37,750. Ange said the Weitron project involved far more contractors and timetable extensions than anticipated; staff reported 24 contractors required monitoring instead of the eight originally expected. As of May 1, 2019, The Wooten Company had exceeded its contract ceiling by $2,367.06 and anticipated that an additional $6,000 would be required to complete monitoring and closeout, bringing total compensation to approximately $52,750.
The board approved a motion, made by Commissioner Elmo “Butch” Lilley and seconded by Vice Chairman Dempsey Bond, Jr., authorizing County Manager David Bone to execute the contract amendment. Finance Director Ange also presented Budget Amendments #41 and #42 to provide a $6,000 transfer from the General Fund to the Program Grant Fund to pay the increased administrative cost; Commissioner Ronnie Smith moved to approve those amendments, Vice Chairman Bond seconded, and the board voted unanimously to adopt them.
According to the record, the Weitron grant included a job-creation requirement of 31 full-time positions. Staff reported that 11 of those positions had been created as of the last update; Commerce had approved a short extension for Weitron through September 27, 2019, while Weitron forecasted completion of job creation by March 2020, which could require a further extension and continued county monitoring.
The board’s action permits county staff to finalize the administrative contract amendment and proceed with the required ongoing monitoring until the project meets its commitments and closeout documentation can be filed with the Department of Commerce.
