Councilmember Taylor moved to suspend the rules to allow first and second readings and final passage the same evening. The motion passed and the council then approved Bill 7867, granting the conditional use permit to the applicant identified as James Smith, owner of Golf Politics. Smith told the council the facility would be approximately 4,100 square feet, include five simulator bays and offer alcohol service via a partnership with the neighboring Irish Gypsy; he said food would be provided by the neighbor through a point‑of‑sale arrangement.
Public comment at the meeting included support from a city public advocate who had testified in favor of the application at the Planning & Zoning Commission meeting. Council members discussed the applicant's letter of conditions (for example, limits on outdoor music) and confirmed that those conditions were incorporated into the permit.
The council approved the ordinance by roll call and the bill was assigned an ordinance number on final passage. The applicant was excused and told he could proceed with his planned work now that the CUP had been granted.
