Sandpoint opens sealed bids for Cedar Street Reconstruction; clerk to review responsiveness

The City of Sandpoint publicly opened seven sealed bids Tuesday for Bid 26-3170-2, the Cedar Street Reconstruction project, Heather Faircloth, the city’s grants, contract and procurement officer, said at the start of the session.

Bids were read aloud and procurement staff confirmed required documentation, including contractor licenses, bid bonds, subcontractor forms and acknowledgements of addendums 1–3. The transcript of the opening records the following totals as read at the event: Granite Construction Company — $3,847,265; Interstate Concrete and Asphalt Paving — $2,897,308.75; ACI — $2,788,788.00; Simco — $3,457,922.00; J7 Contracting — $3,013,650.00 (clarified on the record). Two entries in the transcript show numeric amounts split across consecutive segments and are not clearly presented as a single consolidated figure: Lavar Bear Incorporated’s total appears in the transcript as "$2,191,000" followed by "$157.50" on the next line (formatting broken across segments), and Stewart Contracting’s total is presented across segments as "$2,097,000" then "600 $5.00"; the consolidated value for those two bids is unclear from the transcript alone.

Sheryl Hughes, the city’s Central Services Director, Dan Talbott of HMH Engineering (engineer on the project), Rachel McKinley (project manager), and Mayor Jeremy Grimm were present for the opening, Faircloth said. A representative identified in the transcript as Greg Stewart appeared on behalf of Stewart Contracting; other bidders participated virtually or were not visible on the video feed.

Faircloth and staff repeatedly noted that the opening records the bids as submitted and that the city clerk will now evaluate each submission for responsiveness and completeness through the city’s standard preliminary review. No award, contract approval, or selection of a low bidder occurred at the opening.

"This concludes our bid opening for bid number 26-3170-2 for the Cedar Street Reconstruction project," Faircloth said at the close of the session.

Next steps: the city clerk and procurement staff will complete the preliminary responsiveness review; any recommendations or an award timeline will be posted later in accordance with the city’s procurement rules and the solicitation schedule. The city said a recording of the opening will be posted to the solicitation page within 24–48 hours.
