West Whiteland to hold public meeting June 10 on revised Pollutant Reduction Plan required under NPDES/MS4

West Whiteland Township authorized advertisement of a public meeting to present revisions to its Pollutant Reduction Plan (PRP), a component of the township’s NPDES (National Pollutant Discharge Elimination System) permit for MS4 (Municipal Separate Storm Sewer Systems).
Justin Smiley explained that the existing PRP calls for rehabilitating older stormwater basins to increase storage duration, but many basins are owned by homeowners associations (HOAs) that objected to redesigns for aesthetic and budget reasons. To meet Department of Environmental Protection (DEP) sediment-reduction targets, staff proposes adding stream-restoration projects as an alternative approach. Smiley said the Township is pursuing grants to help HOAs with basin rehabilitation and hopes the State will create funding programs to help municipalities with stormwater obligations.
The Board authorized staff to advertise a June 10, 2026 public meeting where the proposed plan revisions will be presented. A 30-day public comment period will follow the presentation, after which the Board will consider an amendment to the PRP. The motion to advertise and open a comment period was made by Vice Chair Rajesh Kumbhardare and seconded by Supervisor Libby Madarasz; there were no public comments and the motion passed unanimously.
