Platte County opens statements of qualification for courthouse phase‑two preservation

Platte County commissioners opened statements of qualification (SOQs) for phase two of the courthouse exterior preservation project and listed the firms that submitted packages.
The SOQs recorded in the meeting were submitted by Hydrotech Incorporated, Grow House Construction, Samson Construction (with BBH Architecture), Van Ewing Construction, and Grimditch Design and Construction. Staff noted Grimditch and Hydrotech are out‑of‑state and that Wyoming‑based firms (Samson and Grow House) will receive a statutory preference in interview scoring. The county will interview at least two firms as required by statute; staff proposed a tentative interview date of Sept. 16, with a contingent award on Oct. 7 and a target for an executed contract around Oct. 21.
Staff said the RFQ emphasized relationship and design‑build approach rather than pricing and recommended commissioners review the RFQ and the SOQs before deciding who to interview. Commissioners were advised to verify the RFQ includes the statutorily required elements (A through I) and to return on Sept. 2 prepared to select interviewees. No award decision was made at the meeting.
