The Lancaster City Council voted in its June 8 meeting to accept $230,375 in Regional Transportation Council (RTC) transportation development credits to support a traffic-signal equipment standardization and upgrade program along Beltline Road, Pleasant Run Road and Houston School Road.
City staff explained the RTC credits cover the city’s match for the federal grant and provide a financial cost savings by substituting credits for local cash. Staff said the acceptance requires the city to enter an advanced funding agreement with the Texas Department of Transportation once the project advances to construction. The project, as presented, aims to standardize signal infrastructure to align with state practices and improve system reliability along the corridors.
Councilmember (speaker 8) noted the value of RTC participation for local infrastructure and moved to approve the consent item; the motion passed as part of the consent votes. Staff said the city will not retain leftover credits beyond the project scope; unused credits revert to the RTC.
What’s next: Staff to execute the advanced funding agreement with TxDOT and proceed with project development and any required procurement steps.
