Morrow County adopts recreation element update, adds Columbia River Heritage Trail concept plan

The Morrow County Board of Commissioners voted April 1 to amend the county comprehensive plan’s Chapter 9 (recreation) and adopt the 2026 Morrow County Columbia River Heritage Trail Concept Plan as an appendix (county file AC-163-26).
Planning Director Tamara Mavat told the board the hearing had been continued from Feb. 18 and March 18 and that the record had remained open under the board’s 777 rule to accept additional exhibits submitted between Feb. 19 and March 11. Mavat said the update includes new data and language changes to the recreation element and that the heritage trail concept plan is the 2026 update of the county appendix.
The board moved and seconded a motion to add the late exhibits to the record and approved it. A commissioner then moved to adopt the ordinance amending the comprehensive plan (county file AC-163-26) to implement statewide planning Goal 8 (recreation) and to adopt the Heritage Trail Concept Plan; the motion was seconded and approved by roll-call vote. Chair David Sykes, Commissioner Win Holtz and Commissioner Gus Peterson each recorded an affirmative vote.
The ordinance directs the county to incorporate the updated recreation policies into the comprehensive plan and attach the Heritage Trail Concept Plan as an appendix. The board closed the public hearings on the matter following the vote; the meeting record will include the exhibits added during the 777 evidence period.
