The Shelburne Selectboard approved the Impact Fee Ordinance on first reading on June 9 and voted to warn a public hearing for the June 23 meeting.
Town Manager Matt Lawless said impact fees are charged when a property is built to offset development impacts and that fees must be calibrated to market conditions to ensure legality. Lawless said the proposed fee would help address the library’s debt-service burden, which he cited at $416,000 for the coming year. Selectboard member Chunka Mui suggested exemptions for units that meet inclusionary housing requirements; the board agreed to that direction during discussion.
Andrew Everett moved to approve the ordinance on first reading and to warn a June 23 public hearing; the motion passed 4-0. Staff will prepare materials for the public hearing, including any waiver language and market calibration analyses required to justify fee levels.
