Council approves Option 2 for 2026 sidewalk package, commits additional funds

Park City Council on June 9 approved Option 2 of the 2026 sidewalk package, directing staff to fund the project from the Special Streets and Highway Fund despite the cost exceeding the $200,000 line item in this year’s budget.
Staff presented two options: Option 1 would extend Hydraulic Avenue sidewalk to the south property line of Pratt Industries at a cost of about $154,000 (plus $46,000 to fill the allocated $200,000), while Option 2 — the High Ridge Addition connection from Ironstone to Hydraulic Avenue — was estimated at approximately $315,000. Staff said the HOA donated an easement for Option 2 and committed $1,500 toward the project.
Councilmembers debated connectivity, safety and cost. One councilmember said Option 2 would "connect this entire housing area to the park and the pool," emphasizing broad neighborhood impact. Concerns were raised about paying roughly $115,000 over the current budget and additional mobilization costs if the project is split across years. Staff noted the city has cash reserves that could cover an overage if council directs it.
Charles Swanky moved to approve Option 2 to be paid from the Special Streets and Highway Fund; John Wells seconded the motion. The measure passed 6-1, with Terry Osburn recorded in opposition.
Council and staff also discussed potential future safety measures at Hydraulic Avenue, such as a HAWK signal or other crossing improvements, which staff said they continue to research and could include in park improvement plans or future grant applications.
The council’s vote authorizes staff to proceed with the High Ridge connection design and delivery; funding details will be finalized in coordination with finance staff and may require reserve designation or phased procurement to manage costs.
