Council advances draft ordinances for volunteer tax exemption, smoke detectors and trash collection; approves community permits and schedules budget meetings

Red Lion Borough’s solicitor told council on Sept. 8 that he will draft an ordinance and resolution to create an Earned Income Tax exemption for fire company volunteers, with a request to match York County’s approach so the fire company’s record-keeping is easier to manage. Mike Craley said the draft ordinance will be presented at the next meeting for council review and advertisement.
The solicitor also reported that the borough will advertise an amendment to the smoke detector ordinance and revisions to the trash collection ordinance, each intended to achieve cost savings.
In administration business, council approved a special permit for the Community Reach 5K Pantry Fun Run/Walk scheduled for Feb. 28, 2026 (7:30 a.m. to noon). Cindy Barley moved to approve the permit; Mark Holloway seconded and the motion carried. Council set several dates: the preliminary 2026 budget meeting will be Sept. 17, 2025; Borough Association meetings on Sept. 25 and later for a banquet; and the employee appreciation dinner is planned for Nov. 13 at 6:00 p.m. Nominations for the Catherine Meyer Award remain open through Sept. 30; the winner will be announced in October and honored at the Nov. 13 dinner.
Council also received the borough’s preliminary pension numbers for 2026: $73,196 for the Non-Uniformed Pension Plan and $33,100 for the Non-Uniformed Defined Pension Plan. The administration committee presented a draft Social Media and Video Recording Policy and asked council members to review and provide input at the next meeting. Amy Lau offered to donate a camera and related equipment for recording.
Next steps: Solicitor Craley will prepare and advertise the draft ordinances for council consideration; administration will continue preliminary budget discussions and collect input on policies.
