Mayor Farmer convened the Clayton zoning subcommittee and outlined objectives for the group, saying it will prepare a prioritized report for Clayton City Council and seek to develop a repeatable process for future committees.
Colin Carvel, the city's development director, gave a baseline presentation intended to bring members to a common level of understanding. Carvel described zoning as "a legal tool that divides a city into districts" and explained the code's role in setting lot sizes, setbacks, parking and permitted uses. He also reviewed how the comprehensive land-use plan (Plan Clayton) guides rezonings and when staff and the Planning Commission typically review preliminary and final plans.
Carvel explained the difference between base zoning and negotiated Plan Development Districts (PDDs), noting that PDDs are used when a proposal does not meet existing zoning but may fit the city's future vision. "If the comprehensive land use plan says this is not what we're looking for, then that's a hard no," he said.
Committee members pressed staff for practical materials: color copies of the zoning map, an 11x17 print option, and electronic slide posting. Members also requested a simple GIS overlay showing where utilities (water, sewer, gas, electric) exist and a basic housing inventory to ground future recommendations in existing infrastructure and housing stock.
Carvel and staff committed to distributing materials used in the presentation and to work on providing the requested maps and baseline data ahead of the next meeting. The subcommittee agreed to reconvene in about a month and to review Plan Clayton and the zoning code before the next workshop.
The meeting concluded with staff assigning follow-up items: circulate slides and maps, assemble a basic housing inventory and explore survey/open-house options for resident outreach.
