Board authorizes noncompliance letters for empty hangar and RTTF dispute

The Madison County Airport Board voted Jan. 12, 2026, to send two noncompliance notices addressing separate hangar-related issues at county airports.
At Ennis Big Sky Airport, Troy Hunter reported that Hangar C-13 contained no aircraft and was being used for storage. Scott Payne moved to send a noncompliance letter to Errol F. Brown, stipulating that the 30-day compliance period would run from the date the correspondence was received. The motion was seconded by Brett Owens and carried with all voting "aye." Co-Chair John Hauck signed the letter, which will be dispatched via certified mail.
Separately, the board discussed an RTTF (right-to-use/transfer facility) matter after staff reported that Michael McCann — who had previously received a no-trespass notice from the Madison County Sheriff’s Department — was observed on airport property and moved an aircraft onto Tony Cruse’s hangar lot using a trailer. The board asked the county attorney to investigate whether Tony Cruse’s RTTF Agreement was violated. Scott Payne moved that the board write to RTTF owner Tony Cruse, stating he was out of compliance and must remedy the issue within 90 days; the motion was seconded by Brett Owens and carried unanimously.
The minutes record board consensus to pursue formal written notices in both matters; no further penalties or enforcement steps were recorded in the minutes beyond the correspondence and an attorney review.
