Montrose prepares to open city‑owned childcare facility at 703 South 9th; 5‑year lease with Access Early Education Foundation

Community Development Director Jay Hawkwell told the March 16 work session that the city‑owned building at 703 South 9th is undergoing final renovations to become a childcare facility operated by Access Early Education Foundation and that staff has set a target opening date of May 4.
Hawkwell said construction should finish this month, with sod and final exterior work remaining to avoid licensing setbacks. The facility will include four childcare classrooms; the city installed furniture (the city will retain ownership of that furniture) and the operator will take responsibility for phone and internet services under a nominal five‑year lease that runs concurrent with an operator agreement previously approved by council in October 2025.
Access has posted a pre‑enrollment link and city staff said pre‑enrollment and hiring have begun. Hawkwell said the council would receive an invitation for a walkthrough tour of the facility later in the month.
