North Berwick opens, then closes, public hearing on two zoning referendum questions

Chairperson Wendy Cowan opened a public hearing at 6:35 p.m. on April 7 to present two proposed zoning ordinance amendments that will appear as referendum questions at the 2026 Annual Town Meeting. Cowan read the hearing notice into the record citing 30-A M.R.S.A. §2528(5).
Dwayne Morin, a town staff member, summarized the two questions: Question 1 would amend the bed-and-breakfast definition to allow operators to serve alcohol to patrons; Question 2 would add a definition for "Special Event Centers or Facilities" and allow them as a conditional use in residential zones. "The Select Board encourages all interested persons to attend this Public Hearing," Cowan read as part of the notice.
No members of the public spoke during the hearing. Chairperson Cowan closed the hearing at 6:40 p.m., leaving the proposed questions to be decided by voters at Town Meeting. The hearing record as read into the minutes included the statutory citation under which the hearing was held.
