Bourne planning board debates stronger submittal rules, enforcement follow-up and a West End Rotary redevelopment concept

Separately, a concept prepared pro bono by Bracken Engineering for redevelopment of the West End Rotary drew interest. The concept envisions a multi-level parking and transportation hub with pedestrian connections and a potential link to a relocated train stop to reduce bridge downtime during rail stops. Members discussed below-grade floors, drainage and the financing implications of paid parking for a municipal parking garage, and noted potential impacts on downtown circulation and merchants. The board agreed to circulate the concept by email and consider whether to make a recommendation to the select board in a future meeting.
