Rockville council adopts 2026–27 budget, affirms certified tax rate

The Rockville Town Council adopted an annual budget for fiscal year ending June 30, 2027, and set the town's certified tax rate at its June 10 meeting.
During a public hearing on the proposed budget, resident Garth Tyler questioned a $30,000 litigation line and proposed reallocating part of it to cover an $18,000 shortfall. "When I saw that we were spending $30,000 a year on litigation, I was like, what in the world do we have that we're spending $30,000 on litigation for?" Tyler said. He proposed reducing the litigation budget so the shortfall could be closed.
Council and staff responded that the litigation line is drawn from past years as a buffer and provides budgetary flexibility. Town staff said the line item is an estimate that can be adjusted during the year and noted the town has access to Utah Trust insurance that can provide reimbursement (the town described a $50,000-per-year court expense benefit under that program).
After discussion, Councilmember (speaker 9) moved to adopt Ordinance No. 26‑0610‑01, "an ordinance adopting an annual budget of revenues and expenditures for the various funds of the town of Rockville for the fiscal year ending 06/30/2027." The motion passed by roll call with affirmative votes recorded by Andy, Megan, Pam and Jeff.
Council also discussed and approved a resolution to set the certified tax rate for FY 2026–27. Town staff explained how the county provides tax notices and emphasized the town's rate is a small portion of overall property tax bills.
The council approved the minutes of May 13, 2026, May expenditures and the May 2026 financial statements during the same meeting. No additional changes to the adopted budget were recorded in the meeting minutes.
The most immediate procedural step is that the ordinance and the certified tax rate now stand adopted as recorded; staff will distribute the adopted documents per usual town procedures.
