At the June 10, 2026 work session, planning staff introduced case 202618 BOA, a request for a special exception to permit a carport within the front-yard setback at 1325 East Pioneer Drive.
Staff summarized the parcel’s history: the house originally had a one-car garage; a carport permit was issued in April 2006; in February 2024 the garage was converted with a house addition and the earlier carport was removed. The applicant requests a new 20-by-20-foot, 12-foot-tall carport (roughly 400 square feet) and says the structure is needed for the owner’s health and to provide protection from the weather.
"The applicant says in her letter of intent that it's for, you know, owner's health conditions," a staff member said during the presentation. Staff told the board the property sits behind an established front-yard build line that is deeper than is typical for the zoning district, and that staff’s review found the proposed carport meets the code conditions for a special exception for front-yard carports.
Staff also passed around a neighbor’s letter of support and noted there were no recorded opposition comments for the work-session presentation. Board members asked clarifying questions about the carport’s location, whether it would be in front of the main door, and whether the lot had space to provide a driveway to the rear; staff said the carport would be in front of the house and that the lot had narrow side yards that make a side drive difficult.
Under Irving’s code, staff explained, a "special exception" for carports in the front yard is a codified category distinct from a hardship variance and is judged against the city’s written criteria. No formal action was recorded at the work session on this item.
