Board agrees to review Partners in Energy survey but declines to expand PI scope to resilience questions

SAB will circulate the Partners in Energy community survey for review before a planned launch; staff declined adding capstone/MENV-specific resilience questions to PI’s survey to avoid creating deliverable expectations for the contractor.

Town staff and Sustainability Advisory Board members finalized plans to release a two-week Partners in Energy community survey to gather input on energy priorities and metrics. Staff said the survey will go to social media, the town newsletter and be available at the library; SAB members asked to review the draft survey and provide feedback by the next business day so it can be sent to Partners in Energy.
Board members asked whether to add resilience-specific or open-ended questions that would feed the capstone team’s resiliency plan. Staff declined, explaining that adding material intended for the capstone or the town’s own MENV work would create an expectation that PI or Excel incorporate that content into PI’s deliverable. “Since this is specifically a Partners and Energy survey, we're not going to ask a question that is going to be feedback for the MENV team because then they'll expect it to be in this plan,” staff said.
Members recommended separate resilience outreach (through the capstone students or SAB-led engagement) and urged clearer communications so residents know which forum will address operational resilience versus utility-focused carbon reductions. Staff agreed to circulate the survey and to coordinate separate channels for resilience input.
What’s next: staff will send the survey to SAB for comment and then to Partners in Energy; capstone students and SAB will perform complementary outreach for resilience questions outside PI’s scope.
