CU capstone team to craft Nederland resiliency plan as residents stress winter reliability

CU Boulder Master of the Environment capstone students introduced themselves to the Nederland Sustainability Advisory Board and said they will compile the town’s existing planning documents, outreach feedback and technical information into a single actionable resiliency plan. Cass, the town staff liaison, said the town submitted a proposal and was selected to partner with students on the project.
Garrett Campion and Gabria Watson (self-identified) described the capstone’s scope: synthesize prior plans and engagement, recommend measurable actions and provide a draft resiliency roadmap. Patrick Giblin, a Netherlands resident and student on the team, said he will draw on nearly two decades of mountain‑town experience to inform the plan.
Board members welcomed the project and urged the students to prioritize operational reliability, citing recent winter outages and wildfire, water and power risks. “This is a frontline community for these things,” a member said, urging the team to treat resiliency as a core element rather than an add-on. The board invited the students to participate in future discussions and flagged that some resilience issues fall outside the scope of the town’s current Partners in Energy contract with the utility.
Next steps: staff will continue to coordinate between the capstone team and Partners in Energy, and board members were asked to engage with the students and the upcoming community outreach to ensure the plan includes operational resiliency needs raised by residents.
