Parish awards $4.57M road contract and authorizes bridge-operator contract; approves Box Car Road change order

The St. Martin Parish Council authorized several public-works contracts and contract changes at its Dec. 2 meeting. The council awarded the 2025 Road Improvements Project to Elliott Construction, LLC as the lowest responsive bidder with a base bid of $4,569,822.50, following a recommendation from Duplantis Design Group; Parish President Pete Delcambre was authorized to sign the contract documents by resolution (25-118-RS). The vote to award the contract was unanimous (one member excused).
Separately, the council authorized Parish President Delcambre to execute a one-year contract with Larry Doiron, LLC to provide bridge-tender services for the Bayou Milhomme Bridge in Stephensville, effective Jan. 1 through Dec. 31, 2026 (Resolution 25-119-RS). The resolution notes the bridge requires 24/7 tender availability and that Larry Doiron, LLC has provided satisfactory service in prior years; the motion passed unanimously.
The council also approved Change Order No. 2 for the Box Car Road roadside stabilization and repair project, increasing the contract with Diverse Solutions, LLC by $22,845 (Resolution 25-125-RS). The change order was recommended by A&E Consultants, Inc. and approved by motion with a unanimous vote.
Each contract authorization or award was recorded in a formal resolution and delegates signature authority to the Parish President to finalize contracts and execute necessary documents.
