Keller ISD to authorize negotiation of facility-management contract for HVAC, plumbing and work-order services

District staff told trustees they have negotiated terms with SSC Service Solutions to provide facility-management services — including HVAC, plumbing and skilled trades — and to implement an asset-tagging and work-order management system to improve preventive maintenance and responsiveness.
Staff said SSC has experience with higher-education and K–12 clients and proposed a staffing model that would supplement the district’s current facilities employees and collapse budgeted vacant positions into the contract to achieve a revenue-neutral outcome. The administration presented a not-to-exceed authorization figure of $1,680,000, subject to legal review of the final service agreement.
Trustees asked whether the contract amount includes current staffing costs or is additional; staff said the contract is structured to use funds already budgeted for vacant positions and that some existing, long-tenured employees could remain district employees while others could transition to SSC employment. Staff also said the agreement would be reviewed frequently and could be adjusted mid-year if staffing needs shift.
The board approved moving forward with authorization to allow the superintendent or deputy superintendent to finalize the agreement pending legal review and negotiation.
