Sterling holds public hearing on proposed 2026 budget as local groups seek more funding

The Sterling City Council held the required public hearing on its proposed 2026 budget on Sept. 23 as part of its regular meeting and heard requests from local nonprofits for increased funding.

City Manager Sheldon told the council the proposed budget had been distributed to members on Sept. 9, 2025, and that the hearing was held in accordance with Section 5-7 of the City Charter. Councilmembers asked clarifying questions about snow-removal costs such as materials, equipment repairs and contracted services.

During the public-comment portion, Terry Dowis of the Logan County Humane Society said the organization had asked for additional funds to hire another part-time employee and described a high workload. Dowis said the humane society spends approximately $395 per animal picked up.

Trea Miller, executive director of the Logan County Economic Development Corporation, asked the council for increased funds for programs that provide data and resources; Miller said he had not requested additional funds in the past three years. City Manager Sheldon asked whether Logan County had considered the request; Miller said he had not heard back.

Mayor Pro-tem Janes closed the hearing. Councilmember Wolf recused herself and sat in the audience for budget discussion. City Manager Sheldon announced a work session on Oct. 14 following the regular meeting and said staff would update the monthly report; council members asked about trends in business sales tax receipts. No budget decisions were made at the hearing.

The council adjourned at 6:31 p.m.
