CCRPC staff brief TAC on statewide Transportation Resilience Planning Tool expansion

Jason Charest, a CCRPC transportation planner, presented the agency’s work supporting expansion of the State Transportation Resilience Planning Tool (TRPT) to three watersheds in Chittenden County.
Charest explained the tool combines historical damage and failure-type data into a vulnerability score and uses a criticality score (developed by UVM staff) to produce a risk score for roadway segments. He noted the TRPT focuses on fluvial erosion vulnerability while the road erosion inventory (REI) addresses stormwater impacts; because TRPT uses the VTrans roadway layer, the TRPT roadway segments may not match REI segments exactly.
Charest pointed TAC members to the TRPT User’s Guide on the VTrans project website and said the state intends to expand the tool statewide over time. CCRPC and UVM staff described how the TRPT and REI layers can be analyzed together in GIS to inform planning and prioritization.
Committee members asked about how criticality accounts for alternate access points; Charest confirmed the scoring considers other network access and vulnerability when calculating criticality.
