The commission recommended approval of a variance to increase lot coverage at 29 North Washington (PCC 020-2026), but amended the request to limit impervious additions. Tristan, the petitioner’s construction manager, sought a 7% increase in lot coverage (about 620 sq ft) to add two permeable patios and stepping-stone connections. Staff described engineering review showing permeable pavers would be acceptable from a storm-water perspective but that the pergola must remain open (no roof) and mechanical equipment should be floodproofed.
Several commissioners and staff pressed for a narrower approval to reduce future precedent and storm-water risk. Commissioners noted the larger patio alone would keep the property just under the 40% threshold in some calculations; concerns about cumulative increases in other nearby properties were raised during public comment. Ultimately the commission amended its recommendation to permit a single larger permeable patio with a stepping-stone walkway to the garage door (rather than a separate second patio), not to exceed approximately 40% lot coverage; staff advised that the Village Board retains final discretion and that permitting review would enforce permeable construction and floodproofing details.
Roll-call voting showed five commissioners in favor and one absence recorded for Commissioner Peterson during that vote. Staff will work with the petitioner on ordinance language reflecting the amendment before the Village Board hearing.
