The Planning & Zoning Commission recommended approval of a special-use permit for Maj House (PZC 019-2026), a proposed mahjong studio at 38 South Cass in the Richmond Station complex. Petitioner Melissa Mueller said Maj House will offer reservation-based beginner classes, open-play sessions, leagues and private events, typically hosting 8–16 players during two-hour sessions.
Senior Planner Scott Williams told the commission the zoning ordinance classifies the business as "indoor other participant entertainment" and that the 1,700 ft² unit can accommodate up to 40 players across 10 tables though sessions would be smaller in practice. Staff noted the unit was developed before current off-street parking rules and that a private parking lot on the site plus adjacent street parking should serve typical demand; staff concluded the special-use request complies with zoning and comprehensive-plan recommendations for the downtown edge/core.
One resident spoke in favor, and commissioners noted the low-noise, reservation-based nature of mahjong play. The commission voted to recommend approval; staff said they will contact the petitioner about next steps before the Village Board hearing.
