Commission backs special-use permit for electronic message board at Westmont High School

The Planning & Zoning Commission recommended approval of a special-use permit (PCC 018-2026) that would allow the Westmont High School to replace its ground sign with an electronic message board. Joe Smith, director of facilities for the school district, said the new sign is similar to a junior high sign approved previously, will use the existing support structure, and includes a photo cell to dim automatically and the ability to schedule turn-off times.

Staff told the commission that the property is zoned R3 and that electronic message boards are allowed at institutional properties with special-use approval. Staff confirmed the proposed sign meets setback, bulk and display regulations in the zoning ordinance; staff also noted the sign could be programmed to turn off at night but that the zoning code contains no formal requirement for a nightly shutoff.

Commissioners asked about programming, remote control and the sign’s photo cell; Joe Smith explained the sign is web‑based and can be scheduled to dim or turn off automatically. No members of the public opposed the request. The commission voted to recommend approval to the Village Board; staff said compliance checks (landscaping around the sign and permit-level review) will occur at building-permit stage.

The Village Board will consider the special-use permit in a future meeting. Staff will forward the commission’s motion and staff report as part of the Village Board packet.
