Bradford County Planning Commission tables multiple major land-development applications, approves subdivision modifications

The Bradford County Planning Commission met May 19, 2026, at the Public Safety Building in Towanda and approved the April 21 minutes before moving through a lengthy slate of subdivision and land-development matters. Motions to approve modification requests for 2026-035 (Beverly Ann Young, Smithfield Township), 2026-036 (Ronald & Sherida MacWhinnie, Springfield/Ridgebury Township) and 2026-039 (John & Theresa Schwartz, New Albany Township) were each moved and seconded on the record and carried unanimously.
The commission repeatedly tabled a series of major land-development applications pending outside agency and engineer comments. Notable items tabled were a proposed Dunkin' (BAPA Networks, LLC) at approximately 1135 Golden Mile Road (application 2025-032), a proposed crypto data mine at 133 Sullivan Street (Soltier, LLC; application 2025-115), and multiple large solar projects submitted by PIVOT, Vato Solar and Pacifico Energy. Table motions carried unanimously for each of those items.
Details recorded for several projects: the Dunkin' site is roughly 0.63 acres with total proposed impervious area shown as 14,810 square feet and an existing 2,160 square feet of impervious surface. The Soltier application proposes removal of existing structures on a 2.686-acre parcel to install new electrical service and 27 Ant boxes for crypto mining. The Tarbox Solar (PAL115) project was described as a roughly 3 MW photovoltaic installation with approximately 6,625 panels; PAL113 (Sheshequin Township) was described as a roughly 3 MW project with about 6,360 panels; Pacifico’s Mary Mac project was listed at about 2.95 MW DC with 5,368 modules and an estimated annual generation of about 3.63 million kWh.
Where applicants requested extensions of review timelines, the commission recorded those extensions: BAPA Networks (Dunkin') received a 90-day extension to July 19, 2026; Soltier received a 90-day extension to Aug. 16, 2026; several solar project applicants received 90-day extensions tied to engineer comment cycles and outstanding studies.
Staff also updated the commission on municipal planning reviews, bylaw adoption items (code of conduct, attendance policy, and public participation policy were on the agenda for action), GIS product pricing, and the Data Center Ordinance subcommittee report. The Ark of the Covenant Church hearing was rescheduled to June 30 at 1:30 p.m. The meeting adjourned at 7:04 p.m.
Next steps for the larger projects are clear in the record: applicants must satisfy engineer comments, municipal/zoning responses and any outstanding NPDES or other agency requirements before the commission will move forward to conditional or final approvals.
