American Fork council adopts park tax disbursements, vacates easement and approves $27,322.50 reimbursement

The American Fork City Council voted unanimously to adopt an ordinance disbursing fiscal year 2026–2027 park (PARC) tax funds, to vacate a portion of a public utility easement at 1032 East 1060 North in the Autumn Crest subdivision and to approve a reimbursement agreement of up to $27,322.50 for right-of-way improvements at the High Point Apartments.
The council made and seconded motions on each item and approved them by roll call votes with five "aye" votes recorded on each measure. Council records show the park-tax ordinance was moved by Council Member Tater and seconded by Council Member John; the easement vacation was moved by Council Member Carroll and seconded by Council Member Tater; and the reimbursement agreement was moved by Council Member John and seconded by Council Member Carroll.
Why it matters: the adopted ordinance will allocate the city’s park (PARC) tax funds for FY2026–27 as recommended by the park tax committee, directing the city administrator to enter into disbursement contracts under the direction of the mayor. The reimbursement agreement obligates the city to reimburse Oz AF East LLC for eligible public-right-of-way system improvements for the High Point Apartments project, up to the stated cap.
During the park tax discussion, several council members thanked the volunteer park tax committee for reviewing applications and making recommendations. The mayor, speaking to the public, emphasized community collaboration, saying, "we're going to fix problems. We're going to work on it together." Staff noted the park tax resolution had been previously presented and that the property tax impact schedule had been covered in an earlier public hearing; no additional action was taken on that schedule at this meeting.
Other business: the council tabled Item 1 because county materials were not yet available and tabled a separate pioneering agreement with AFEU LLC until the packet is ready; minutes record the expectation the items will return within the next two council meetings. The council also voted to enter a closed session under Utah code 52-4-204 and 52-4-205 to discuss real property, pending or reasonably imminent litigation, and the professional character or competence of an individual. The mayor told the public the council would meet downstairs in a round-table session and would reconvene the public meeting when finished.
The meeting concluded with standard closing remarks and thanks to attendees. No further public actions were taken at the open meeting.
