Dubuque board approves $300,000 flexibility-account transfer to cover preschool costs

The Dubuque Community School District Board of Education on June 8 approved a resolution to transfer about $300,000 from carryover statewide voluntary preschool funds to the district flexibility account to pay preschool costs that exceed allowable administrative fees.
At a public hearing on the request, district presenter Lisa Demmer explained the legal basis: “Iowa law allows us to move some of our categorical funding to a flexibility account to use for our general fund expenditures,” and said the district has a carryover of just over $1 million in statewide preschool funds. The board opened the hearing, received no public comments, and voted to expend $300,000 from the flexibility account for general fund purposes.
Demmer told the board the transfer is intended to cover preschool costs that exceed the approximately 5% in direct administrative fees the district may charge against the statewide voluntary preschool funds. The board also approved publication of the required legal notice and authorized payment to the Telegraph Herald.
The board recorded no dissent on the motion. The district will use the flexibility-account transfer to reconcile preschool carryover and general-fund preschool expenditures before the start of the next fiscal year.
