Randolph County Commission approves multiple budget revisions, exemptions to EMS fee and administrative items

The Randolph County Commission approved a package of budget and administrative actions during its May 28 meeting, including multiple state and in-house budget revisions, ratified signatures on agreements, and several administrative approvals.
State budget changes approved on a motion by Commissioner David Kesling included a $147,000 increase to the Regional Jail Bill line and a $9,000 increase to the Dog Warden budget; both votes recorded Kesling and Chris Siler voting yes while Commissioner Chris See was absent. The commission also approved an in-house revision of $46,982 to increase Courthouse wages and multiple smaller in-house adjustments: $3,215 to Dog Warden wages; $500 to Assessor auto supplies; $9,200 to Sheriff's Contract Services; $2,700 to Sheriff's Home Confinement; $500 to Law Enforcement Supplies; and $20,000 to Sheriff's Contingency. All in-house revisions were moved by Commissioner Chris Siler and passed unanimously.
The commission ratified a pre-meeting signature on the CY 2026 Appalachia HIDTA subaward agreement and ratified the sale of several aging Sheriff's Office vehicles, including two Ford Expeditions, after Commissioner Kesling signed the paperwork prior to the meeting and Commissioner Siler moved to approve the ratifications. The Cequel III Communications II, LLC (Optimum) franchise renewal application to continue the company's operations in Randolph County was approved, and the commission approved a zoning letter for Kindle Communications.
The commission approved four final settlements naming the parties listed in the record. It also approved fire fee adjustments and added EMS fee adjustments to future agendas; the commission approved 28 exemptions from the EMS fee for businesses exempt from sales tax. Kesling said the Hampton Inn requested permission to honor previously contracted prices through existing agreements and that Walmart will begin the EMS fee on July 1, 2026; the county will mail postcards notifying businesses and collecting monthly/quarterly payment preferences.
Commissioner Siler moved to pay the submitted bills and the commission unanimously approved payment. Siler then moved to adjourn the meeting.
The actions recorded at the May 28 meeting were routine administrative and budgetary items; the commission did not authorize any new large capital projects or emergency appropriations during the session.
