Roosevelt County Commission authorizes bid process for fairground vendor hookups after discussion of pavilion and stall upgrades

The Roosevelt County Commission voted to authorize solicitation of bids to install vendor/RV electrical hookups at the county fairgrounds following a lengthy discussion about unfinished pavilion work, stall pricing and the economic benefit of attracting rodeos.

Commissioner Parker said preliminary estimates indicated the hookups would cost more than $25,000 and moved to go out to bid. After discussion about whether to finish existing pavilion projects first, counsel advised the board that action could be taken because the item had appeared on a prior agenda. A motion to solicit bids was seconded and passed. During the recorded voice vote, Commissioner Brider voted no and the remaining commissioners voted yes; the chair announced "Motion carries." The vote tally recorded in the meeting was three yes, one no.

Commissioners also discussed related fairgrounds matters without taking final action: replacing the pavilion floor and interior sheeting, completing the rodeo arena work, clarifying rental-agreement language (change references from "RV parking" to "vendor hookups") and adjusting stall and deposit rates. Commissioners asked staff to revise the agreement language, review stall pricing (including combined indoor/outdoor arena fees), and return the rental agreement and signage policy for approval at a future meeting or the special meeting proposed for June 23.

The commission’s vote only authorized moving forward with a bid process; no contract awards or construction authorizations were made at this meeting.
