City says Harbor Way complete-streets design advancing as reimbursement issue is addressed

The City of Richmond reported progress on the Harbor Way Neighborhood Complete Streets project at the Richmond Rising CSC meeting, while acknowledging outstanding reimbursement and scheduling questions.
Matias Brock, City co-lead, said consultants are finalizing the 95% construction plans for Phase 1 (McDonald to Hoffman) and that environmental review under CEQA and NEPA is underway: “We’re working still with the consultant on SQA and NEPA which are the environmental laws…so we’re working still to analyze any potential for that.”
Brock said the project had spent roughly $114,000 to date and that the remaining budget is “over $5 million.” He told the committee the city had completed back billing related to earlier work and was pursuing about $200,000 in reimbursements for prior expenses.
During public comment a resident asked whether the work had an estimated start date; Brock said he did not know and would follow up. A resident recommended additional crossing support for children around active construction, and staff agreed to share the recommendation with the public works team.
Next steps: city staff will continue design review with Caltrans (because the project crosses freeway jurisdiction), respond to environmental review comments and provide a follow-up on construction timing in a future meeting.
