Atascadero adopts 2026 Emergency Operations Plan to align city response and FEMA reimbursement requirements

The Atascadero City Council unanimously adopted the 2026 Emergency Operations Plan (EOP) on June 11 after a presentation by Fire Chief Casey Bryson.
Bryson said the EOP replaces the 2018 plan and provides a high‑level framework for multi‑agency coordination, identifies primary hazards (earthquake, hazardous materials, wildfire), and outlines the city manager as director of emergency services and the fire chief as the emergency coordinator. The plan aligns with California’s SEMS and FEMA’s NIMS guidance, specifies EOC roles and responsibilities, and establishes a joint information center and public notification systems for crisis communication.
Bryson noted that operational appendices and annexes (evacuation, crisis communications, routes and detailed functional checklists) are maintained as working documents and are updated after incidents. Adoption preserves eligibility for disaster reimbursement and clarifies interagency coordination in major incidents. Council approved staff recommendations to adopt the plan.
