Mount Vernon council approves sewer contract, multiple event street closures and legal appointments

At its April 1 meeting the Mount Vernon City Council unanimously approved awarding a $220,515 sanitary sewer contract to GroundWorks Contracting, approved $1,138,969.35 in vouchers, granted several street closures for community events this spring and summer, authorized IEPA loan documents, allocated $167,000 in MFT funds, and appointed outside and in-house legal counsel.
The Mount Vernon City Council on April 1 unanimously approved a package of routine but consequential items, including a sanitary sewer contract award, multiple street closures for community events, funding allocations and two legal-appointment resolutions.
City Manager Mary Ellen Bechtel presented the First Street and Gee Street sanitary sewer replacement bid results and recommended awarding the contract to low bidder GroundWorks Contracting for $220,515.26. Council Member Ray Botch moved to accept the low bid; the motion passed with yeas reported as Ray Botch, Joe Gliosci, Donte Moore, Mike Young and Mayor John Lewis.
The council approved consolidated vouchers for accounts payable totaling $1,138,969.35 after a motion by Council Member Mike Young and a second by Council Member Joe Gliosci.
The council granted multiple street-closure requests tied to community events. Approved closures include 24th Street between Logan and Lamar for a family reunion on May 25 (requesting party: Imogine Miller); 10th Street from Newby to Cleveland for the Juneteenth Parade on June 15 (Mt. Vernon Festivals, Inc.); 9th Street closures for the United Way/Mt. Vernon Festivals Food Truck Fest (Aug. 24) and the Mt. Vernon Brewers Festival (June 1); a May 4 closure for Webber High School prom (requesting party: Angela Schrum/Webber High School Prom Committee); and a multi-street closure plan for the Mt. Vernon Fall Fest Sept. 26–29. A one-day closure for pressure cleaning at First United Methodist Church on April 9 (requesting party: Michael Ward) was also approved. Each closure was recommended by staff and approved by unanimous vote.
The council approved a series of resolutions requesting Illinois Department of Transportation permission to temporarily close state routes for community events: the Fall Fest parade (Sept. 28), the Christmas Parade (Dec. 7), the Salute to Freedom fireworks display (July 4), and the Juneteenth Parade (June 15). The council also approved a resolution authorizing the mayor and city manager to sign Illinois Environmental Protection Agency loan-application documents for a water line replacement project and a resolution allocating $167,000 in Rebuild Illinois Motor Fuel Tax funds to resurface a portion of Old Fairfield Road scheduled for summer work.
On legal staffing, the council approved appointing Sandberg Phoenix & Von Gontard, P.C. as Special Assistant Corporate Counsel, naming Attorneys Courtney Cox and Philip Lading as representatives for contracts, FOIA reviews, ordinance changes and meeting attendance. The council also approved appointing Jeffrey Howard of Howard, Leggans, Piercy & Howard, LLP as City Attorney to handle demolitions, zoning, annexations and nuisance matters.
All votes recorded in the minutes for these items were unanimous in favor (yeas: Botch, Gliosci, Moore, Young, Lewis).
