Boyle County awards illegal‑dump cleanup, restarts air‑burner program and opens new glass pulverizer to public use

Recycling director Angie reported the county received three bids for cleanup of the Miners Branch illegal‑dump site and recommended awarding the job to Whitaker Excavating for $34,500. The court approved the award by voice vote.
Angie and other staff reviewed a recent air‑burner demonstration and testing. Staff said the unit produced an initial plume of smoke for roughly the first 30 minutes (consistent with air‑quality permitting expectations), then burned at higher temperature with intermittent puffs when fresh material was added. Staff stressed the burner’s higher efficiency versus backyard open burning, noted a regulatory limit of roughly 14 tons per day during concentrated operations, and said they would post public notices and monitoring results. A small number of complaints were noted but staff said the demonstration reassured many observers.
Staff also described a new glass pulverizer (final payment noted in this session). The pulverizer reduces accepted glass bottles and jars to various sand grades for reuse; guidance posted by staff asks residents to rinse jars, remove lids (no corks), and avoid window glass, Pyrex and contaminated material. The county intends to keep recyclable material locally and to offer pulverized glass and produced biochar to the public when usable quantities are ready.
Staff provided other operational notes: a mower contract solicitation is ongoing (one interested bidder), and a county hazardous‑waste collection event is scheduled for Aug. 22, 2026 at the Stewart’s Lane Recycling Center. The court approved the Whitaker Excavating contract and heard the operational reports as informational updates.
