The moratorium was moved, seconded and approved by voice vote; the court characterizes the step as a pause to permit deliberate policy work rather than a prohibition on existing operations.
Staff noted that the moratorium gives the county a 12‑month window to consult with planning and zoning, hold stakeholder meetings, and produce recommended regulatory language for the fiscal court’s consideration.
