The Sewer Authority Mid‑Coastside board on June 8 adopted two budget measures that fund routine collection services and the agency’s general operations for fiscal year 2026–27, but directors agreed the budget will likely require a midyear amendment once the Monta force‑main construction price is fixed.
Kishan, the staff presenter, summarized the contract‑collection services budget and a $960,662 proposed agency fee distribution for the coming year. "The fee distribution is a total of 960,662 where Half Moon is 331,415, NWSD is 335,430," Kishan said during the presentation, noting the allocation reflects relative numbers of lift stations and operational responsibilities.
The board moved and approved Resolution 02206 adopting the contract collection budget after brief discussion and public acknowledgement of the collections crew’s work. The meeting record shows the motion carried on roll call.
Separately the board adopted Resolution 03‑2026 to approve the general budget for FY 2026–27. Staff told directors the overall budget represents a modest increase from FY 25/26 and that infrastructure spending is rising, in part because of the planned Monta force‑main project.
On the force‑main, staff said a guaranteed maximum price (GMP) from the contractor—Maguire & Hester—was expected by June 30. "Once we have the guaranteed price, we'll present it to the board and request authorization to order long‑lead materials such as pipe," staff said. Directors acknowledged the need to adopt the budget now to keep staffing and services on track but emphasized the board should expect to amend the budget to fund the force‑main once the GMP is confirmed.
Board members also discussed timing for construction and billing, noting that while a GMP will lock in cost, invoices and construction payments likely will occur later in the year. Several directors urged staff to present an amendment as soon as contractor pricing is available so member agencies can understand the tax and rate implications.
The board recorded roll‑call votes for both resolutions; both measures passed. The staff presentation and materials will be posted to the agency website, the board was told. The board also approved routine minutes and financial reports earlier in the meeting.
What’s next: staff expects to present the GMP and recommended budget amendments after it receives the contractor’s final price; the board signaled it will review that information and consider any required midyear adjustments.
