Burgis told the board the study reviewed statutory criteria and found evidence of an abandoned building, an obsolete site layout and interior conditions (including press and mail rooms and loading zones) that justify a formal designation under state redevelopment guidance. He said the designation would allow the township to pursue redevelopment tools but noted the study discussed a non‑condemnation option only.
Chairman G. Lewis asked how the designation moves forward and whether the statutory criteria were met; Burgis said the study is a designation step and outlined next procedural steps for the township. No board members posed additional questions during the presentation.
The board opened and closed public comment with no speakers, then approved the designation on a motion by Mr. N. Agnoli, seconded by L. Hines; roll call was recorded with all members voting in favor.
The decision establishes a planning framework for 17 Chapin Road and authorizes staff to pursue the next administrative steps identified in the study; it does not, by itself, initiate eminent‑domain proceedings.
