Planning commission approves limited outdoor live music at Salt Creek Grill after neighbors raise noise concerns

The Dana Point Planning Commission on June 8 voted to approve CUP26-00002M, allowing outdoor live entertainment at Salt Creek Grill in Monarch Bay Plaza under amended hours and noise-mitigation requirements.
Senior Planner Danny Gomedi told commissioners the restaurant sought a minor conditional use permit to authorize live music on a designated patio area and described a history of resident noise complaints between December 2025 and April 2026. Gomedi said the restaurant obtained a temporary permit for Memorial Day weekend; city monitoring found no noise standard violations or sheriff calls during that event. Staff recommended approval with conditions including centralized volume controls, speaker orientation away from residences, perimeter sound barriers, and active monitoring by restaurant management.
Two nearby residents spoke during public comment. Elizabeth Reed, manager of the Monarch Bay Association, said she has fielded complaints since November 2025 and that residents most often reported disturbance between roughly 9:30 and 10:00 p.m., asking for a narrower time window. Resident Lisa Frier said she ‘‘enjoys live entertainment’’ but described recent outdoor music as so loud ‘‘it’s shaking my walls’’ at about 9:45 p.m. and urged the commission to require stronger sound-control measures and stage orientation that directs sound away from neighborhoods.
Salt Creek Grill’s owner (transcript: Steveart) said the stated hours were intended to cover occasional brunch performers and evening events, not continuous daytime bands, and that the business would work with the city and staff on speaker placement and the required noise limiter.
Commissioners expressed sympathy for both live-music programming and nearby homeowners’ concerns and debated whether to set stricter, site-specific hours or continue the item to let the applicant work with staff. After discussion and input from the deputy city attorney about meeting scheduling, the commission amended the hours in condition 9 and approved the CUP. The adopted hours limited evening outdoor entertainment Thursday through Sunday to 5:00 p.m.–9:30 p.m., and established brunch hours on Saturday and Sunday from 10:00 a.m.–2:00 p.m.; related conditions require compliance with the Dana Point noise ordinance and active on-site sound monitoring and controls.
The resolution approving CUP26-00002M includes the staff-recommended findings that the project is consistent with the Dana Point General Plan and zoning code, and imposes operational conditions intended to mitigate impacts on nearby residences. The commission recorded no opposition during the vote. The restaurant will be required to follow the conditions of approval and city noise regulations; code enforcement will continue to respond to complaints and monitor compliance.
